Issues resolved

• After a START_SESSION command, we now wait at least 900 seconds for the first Session object, instead of at most 900 seconds.
• Improved the way we store and validate tariffs.
• Fixed an issue where activating a terminal with a missing tariff ID in its configuration restarted the service.
